For factor a, the monetary value of the building has to be recalculated to its value (in Euro) in 2000, to take care of the inflation. As inflation varies from one country to an other, it is necessary to find a common tool for this calculation, and up to version 2013-NN-004 , the construction cost index was used for the correction of inflation. This value isn’t always easily found, and therefore it was changed to the GDP deflator (Wikipedia will telle what it is). Suppose that in your country , the current  exchange rate  for your currency is 30 CUR = 1 EURO and that the inflation since 2000 was 100 % . The GDP value for 2000 would then be 100 and for today it would be 200.  A  present building value of  210 million CUR will correspond with 210 million :  30 (CUR = 1 EUR) : 200 (GDP today) x 100 (GDP 2000) =  3.5 million EURO 2000 value.
